This is a 12×15 inches acrylic frame made with two clear acrylic sheets and corner bolts.
To use it, place your 12×15 print between the sheets and tighten the corners. It gives the picture a clean, borderless look and keeps it held flat.
Each acrylic sheet usually comes with a protective film during delivery. Peel it off before use, or the surface may look dull or cloudy.
